chore(state): N3 blocked by KB-agent codex_mcp deployment

KB-Agent führt aktuell ansible-eulernest F-14-Rolle (codex_mcp + Vault-Fill) durch.
N3 (Smoke-Test-Suite) erst freigeben wenn codex-mcp Endpoint live ist.
N1/N2 unabhängig davon weiterhin dispatchbar.
